A Private Pilot flying a complex, high-performance, or tailwheel airplane can log flight time as PIC under ยง61.51(e)(1)(i) even if the pilot does not have an complex/high-performance/tailwheel endorsement, because he/she is the sole manipulator of controls and rated as a pilot in the category and class on his/her pilot certificate.
