When you hold a based on certificate and you are going for your instrument rating, your verification letter needs to be current. You will most likely need to do a paper file.

It is important that in Section II. of the 8710, you fill in the information regarding your foreign pilot license as in this picture below. You will only complete the Graduate of an Approved Course if you are a Part 141 applicant. Click on the image for a larger view.



It is very important that when you pass your instrument rating practical test, that your new temporary certificate looks like the one below. If not, you will have issues on your commercial pilot practical test. Click on the image for a larger view.




You may also need to do a paper file for your commercial pilot practical test. For your commercial pilot practical test, Section II. of the 8710 also needs to be completed like this.
